"Proposed budget cuts to free medical services for undocumented immigrants"

Reporter Kenneth Gale covers a hearing on budget cuts being considered by the Los Angeles County Board of Supervisors and the related protests. A new budget before the board calls for cuts in funding to the Emergency Aid Plan Program which provides services for undocumented immigrants and other indigent people the county argues do not legally qualify for free health care. The people on hand to protest are not only poor people, but also hospital administrators. A representative of the Hospital Council of Southern California talks about his plan to speak to the Board of Supervisors to address the issues of cutting funds and restricting the Emergency Aid Plan Program to only those who can prove they are lawful residents of Los Angeles County. He also intends to request a study be conducted on the delivery of emergency healthcare for indigents. Footage includes shots inside the meeting (some shots feature County Supervisor Edmund D. Edelman) and shots of the protesters outside. Some material contains the reporter's voiceover. These segments are audio only and have no picture. Some footage of the meeting is silent.
