On the 13th anniversary of the Watts riots reporter Peter Burns covers the demolition of a house in Watts. He interviews Los Angeles County Supervisor Kenneth Hahn about the county's Building Rehabilitation Program designed to help prevent neighborhoods from becoming run-down. Owners, including banks and absentee landlords, are being told if they do not fix up their property (bringing it up to code and properly maintaining it), the county will demolish the structure and add the cost of the demolition to their tax bill. Footage includes shots of the neighborhood and some of its African American residents, camera crews, and people (including Hahn and reporters) watching the demolition. Material also includes extensive footage of the bulldozer tearing down the house. Segment containing the reporter's voiceover is sound only.
