Synopsis

Three men, including one Compton police officer hold a press conference. The man doing most of the talking is the newly elected president of the International Conference of Police Associations. He details challenges the Compton Police Department face daily including too few officers on patrol and inexperienced officers working alone, all while dealing with a crime rate that is four times the national average. Also, he alleges Law Enforcement Assistance Funds supplied by the federal government are being wasted or misdirected. The International Conference of Police Associations wants to call attention to the issues their Compton men face, and intends to report their findings to the Attorney General of California, Evelle J. Younger, and the U.S. Attorney General, Richard Kleindienst. Material also includes seemingly unrelated footage of Kenneth Hahn, member of the Los Angeles County Board of Supervisors, at a meeting speaking about the need for overhaul in 1972.
