Proposition 1 was a ballot measure to impose constitutional limits on tax rates and increases in spending. In a press conference, Mayor Tom Bradley, who is against Proposition 1, states his belief that such an inflexible measure should not be written into the state constitution. He also mentions a press conference where representatives from several government agencies, ranging from the Board of Supervisors to the Board of Education, will join together in opposition. Also, reporter Dick Garten interviews an unidentified man who speaks in favor of Proposition 1 and compares it to the family budget. Includes silent footage of the press and shots of a brush fire.
